Annual Reports of Campus Security Policy and Procedures

The Prince George's Community College Campus Police, located in the Facilities Management Building, provides 24-hour security, law enforcement and safety services to the campus community. Officers are linked to a campus police dispatcher and each other by two-way radios. Foot, bicycle and vehicle patrols of the campus grounds, academic and administrative buildings, are conducted by the officers. Officers are commissioned as Special Police Officers under the provisions of Article 41, Sections 60 through 70 of the Annotated Code of Maryland and are certified through the Maryland Police Training Commission. As judicially appointed police officers, they have the authority to provide protection and to enforce the laws of the State of Maryland on all campus property and adjacent streets. The Prince George's Community College Campus Police maintains a close working relationship with the Prince George's County Police and Sheriff's Departments, Maryland State Police and all appropriate elements of the criminal justice system.

We encourage all students, faculty, staff, and visitors to take an active role in their own safety and security while on campus. By following these guidelines, you can help maintain a safe environment for everyone at the College.

1. Walk in well-lighted and well-traveled areas after dark

2. Walk with a friend, or call the Campus Police for an escort.

3. Immediately report all suspicious persons, vehicles, or activities to the Campus Police.

4. Immediately report all crimes, security problems, or hazardous conditions to the Campus Police.

5. Keep yourself informed. Check e-mail, bulletin boards, and "The Owl" (the student newspaper) for "Campus Safety Alert" notices that pertain to specific security conditions on campus. Take advantage of informational programs sponsored at all college locations.

6. Do not prop open any locked exterior doors or leave ground-floor windows open.

7. Never study alone in an isolated area of a campus building.

8. Lock your car and secure valuables when using parking facilities.

9. Become familiar with the "Student Code of Conduct" of Prince George's Community College. Abide by it and encourage others to do so.

10. Become familiar with emergency exits and locations of fire alarm pull stations and extinguishers in your building.

11. Lock offices whenever you are not present.

12. Keep office and building keys with you, and do not loan them to unauthorized persons.

Escort Service

The Campus Police provides escort service to students, faculty, staff, and guests who want to be accompanied when walking across campus. This complimentary service can be obtained by calling the campus police dispatcher on ext. 0666.

Security procedures, crime prevention, substance use and abuse, fire safety and sexual assault are topics covered during new student orientation and in a number of programs throughout the academic year. Through partnerships between the Campus Police and the Health Center, the college sponsors a variety of workshops focused on these topics. College Life Services and Student Organizations also sponsor programs on related topics. Such programs are offered with the goal of helping members of the college community make responsible decisions concerning their safety and well being.

The Safety Committee, Classified Staff Organization, and Faculty Senate meet on a monthly basis and a representative from the Campus Police is in attendance. These forums give its members a direct link to our office to discuss safety and security issues and promote our Community Policing Philosophy.

A representative from the Campus Police is present at each of the orientation programs sponsored by the Office of College Life Services. New students are given an overview of the role of the Campus Police and the services that are available to them.

Members of the college community are notified in a timely manner about security situations and crimes that are considered to represent a threat to students and employees. The primary method of notification is by use of the college wide e-mail system, in the form of "Safety Alerts". As appropriate, notices are also made through the college voice-mail system and posted on bulletin boards.

Courtesy telephones are located throughout all college buildings. These phones can be used to call any on-campus number including the Campus Police. The emergency number for the Campus Police (0111), has been posted near each telephone. These phones can be used for emergencies, or to request a Campus Police escort.

All on campus emergencies, criminal acts, or questionable behavior should be reported immediately to the Campus Police, either in person or by telephone. The Campus Police can be reached by dialing 0111 or 0666 on a courtesy telephone, or any college telephone. Public telephones are also located in all buildings and parking lots of the campus. These phones can be used to dial 911 (Prince George's County Police, Fire, and Rescue).

Prince George's Community College also offers several courses of study at extension centers located throughout Prince George's County, Maryland. The physical security of these locations is handled through the use of off duty uniformed police officers. All emergencies, criminal acts, or questionable behavior at these locations should be reported in person to the security personnel on duty, or by dialing 911. The extension center facility directors are to report all criminal incidents to the Chief of Prince George's Community College Campus Police.

Building Security

Campus buildings are patrolled on a regular basis by Campus Police Officers. All exterior doors are locked at 11:00 p.m. and unlocked at 6:00 a.m., Monday through Saturday. On Sundays, no exterior doors are opened unless there is a planned special event or class. In these cases, the doors near the event are opened ½ hour prior to the scheduled starting time and secured ½ hour after its conclusion. During special events, the only doors opened are those needed to provide access to the event and as emergency fire exits.

Prince George's Community College requires that each student have in his/her possession their student identification card at all times, while on campus. This requirement is outlined in the Prince George's Community College Student Handbook, "Student Code of Conduct". This requirement is an aid to the Campus Police; giving them a quick and effective way of identifying person(s) that are not authorized access to college facilities.

The college has procedures to ensure that repairs and maintenance related safety and security are completed in a timely fashion. Request for repairs such as burned-out lights, damaged windows, or broken locks should be reported through a 'Work Order Request" to the Facilities Management Maintenance Staff. Facilities Management personnel are on-call for emergency repairs after normal business hours, including weekends. They can be reached by calling the Campus Police.

Prince George's Community College's Drug and Alcohol Abuse Program is part of a nationwide effort to prevent the illegal use of drugs and alcohol and to keep drugs off campuses and out of schools, neighborhoods, and the workplace. The college prohibits the unlawful manufacture, distribution, dispensing, possession, or use of illicit drugs and alcohol by students, employees, and visitors in functions of the college, or as part of any college activity. Any member of the campus community found violating this policy is subject to severe disciplinary action, including dismissal from the college. In addition, individuals are subject to criminal prosecution.

The college expects all members of the college community comply with all federal, state, and local laws pertaining to the possession, use, manufacture, distribution, or dispensing of alcohol and drugs. Sexual Misconduct Policy

Incidents of sexual misconduct, including rape and other forcible or non-forcible offenses may be subject to criminal prosecution, and are violations of the Student Code of Conduct of Prince George's Community College. Information for the prevention of sexual assault is available through the Campus Police and the College Health Center. The topic is covered during new student orientation.

Victims of sexual offenses are strongly encouraged to examine all options available to them. These include reporting and filing disciplinary charges through the college, as well as reporting and filing criminal charges through the judicial system. College personnel will assist a student in notifying authorities if requested. Offenses can be reported to the Campus Police, the College Health Center, the College Counseling Services, a member of the staff, or the Prince George's County Police Department. Victim's wishing to confidentially report an offense for inclusion in the annual security report should contact the College Counseling Services at 301-322-0093, or the College Health Center at 301-322-0845.

Should disciplinary action be initiated as a result of an alleged offense, the accuser and the accused are entitled to have other members of the campus community present during a disciplinary hearing. The accuser and the accused will be informed of the outcome of any institutional disciplinary proceeding that results from an alleged sex offense. Institutional sanctions for a student found responsible for committing a sexual offense can range up to suspension or expulsion from the college.
