Vice President for Policy and General Counsel

Justin Douds received a B.S. in International Affairs from Georgetown University in 2007 and earned his Juris Doctorate from Georgetown University Law Center in 2010.

Mr. Douds joined Prince George’s Community College in October 2022 as vice president for Policy and General Counsel. In this role, he oversees in-house legal services, including regulatory compliance, policy development, labor and employment counsel, risk management analysis, and contract development and negotiation.

Prior to joining the College, Mr. Douds spent twelve years at the District of Columbia Public Schools’ Office of the General Counsel, where he focused on administrative litigation, special education and ADA accommodations, intergovernmental agency coordination, procurement, and additional transactional support.

Mr. Douds grew up outside Buffalo, NY, and has lived in the Washington, D.C., area for nearly twenty years. In his spare time, he enjoys performing in local community theatre productions, singing the national anthem at sporting events, and cheering on his beloved Buffalo Bills.

He lives with his wife, Mary, and their dog Gus in Old Town, Alexandria.
